Project Freelancer is a covert (and currently illegal) experiment launched by Leonard Church, more recognizable as The Director. It had used Spartans recruited from the UNSC who were each code named after different states of the United States of America; New York, Wyoming, North and South Dakota, Maine, Washington, Carolina, Conneticut, and Texas. The purpose The Director had for Project Freelancer was to recreate his wife, Allison Church (Texas), who died in The Great War.
